It'd be way to expensive to build for such a small city. Especially a city with such a small population density. Calgary and Edmonton have over a million people (CMA) and they don't have an underground subway. However, they do have Light Rail Transit, which Winnipeg should look into. Also, I believe a Bus Rapid Transit system could work very well for the City of Winnipeg. I don’t think an underground subway is viable in Winnipeg. If the original plans cost too much, or just impossible at this point, I'd suggest that they at least create a few subway stops downtown (2 - 3), one stop connecting to the inside of Polo Park, one stop going to the Zoo, one connecting up with University of Manitoba, The Forks, and finally one connecting up with St. Vitel Shopping Centre. This would help boost economic development and encourage people to use transit more often.
